After a series of discussions in cabinet on reservation for Kapu community, the state government is gearing up to finalize the formal bill to provide BC (backward caste) reservation for Kapus in state. A special category (F) is being designed to include Kapus and other communities.
Based on the recommendations made by three member committee led by Justice Manjunath, the F-category will offer up to 5% reservation for Kapu, Telaga, Balija and Vantari communities. It seems that majority of cabinet members offered their support for this proposal was part of the 2014 election manifesto
Also, in the last few months, Kapu leader Mudragadda Padmanabham agitated on state government for delaying the poll promise. Kapu community leaders have conducted dharnas, Rail Roko and various other agitations in state to achieve the BC status for the community.
The TDP-led state already has 29% reservation for BCs, 15% for SCs and 6% for STs in place. With this inclusion, the reservation quota in state will exceed 50%. So, AP govt will have to offer a justification to Supreme Court in order to include new communities in reservation category. The AP government is expected to introduce the bill in ongoing assembly session itself.
