NITI Aayog (National Institution for Transforming India), the policy think tank of the Government of India, which annually releases ranking to the states such as Education Index Ranking and Health Index Ranking, for the first time, has introduced the Innovation Index Ranking to the states.
On Innovation front, Telangana has beaten Andhra Pradesh to the core. While Telangana is ranked at No.4, Andhra Pradesh has been confined to the 10th spot. Karnataka has been adjudged as the Most Innovative State while Tamil Nadu and Maharashtra are ranked No. 2 and No. 3 respectively. Bihar, Jharkhand and Chhattisgarh stood at the bottom of ranks.
While Delhi stood No. 1 among UTs, Sikkim is ranked No. 1 among North East and Hill States. The ranking was done in three categories- ‘Major States’, ‘North East and Hill States’ and ‘Union Territories (UTs)/City and ‘Small States’.
The India Innovation Index 2019, is made on the lines of Global Innovation Index (GII). The Innovation Index assess the innovation ecosystem of our states and UTs and thus give ranking index. It is expected to help the respective states to correct their policies to drive innovation among their states. For the purpose of assessment, the NITI Aayog opted on five enablers (that which affect innovation in a state) and two performance indicators (output).
Human capital, investment, knowledge workers, business environment, and safety and legal environment are the five enablers of innovation. Whereas knowledge output (in the form of number of patents filed from that state, number of scientific articles published etc.) and knowledge diffusion (volume of information technology experts from the state etc.) are the two indicators which measure the innovation output. The Innovation Index is an aggregate score of all the seven factors of each state/UT.
