Placing India at centre of global striving for development, peace, PM Modi says it will work for all humanity (Lead)
United Nations, Sep 23 (IANS) Placing India at the centre of the global striving for development and peace, Prime Minister Narendra Modi on Monday declared, on behalf of the “one-sixth” of humanity, that they will work for “all humanity and for global prosperity”.
Speaking at the UN’s Summit of the Future which aims to chart the path forward for the UN and world seeking relevance, PM Modi promised: “India will continue to work in thought, words and deeds to protect the rights of all humanity and for global prosperity.”
As he took the green-marbled rostrum with gold UN insignia, the Prime Minister, dressed in a simple white kurta outfit with a dark Modi waistcoat, spoke for just under five minutes in the vaulted General Assembly Hall that gives a place for all 193 UN members as the assembled leaders gave him an applause.
“When we are discussing the global future, we must accord the highest priority to a human-centric approach while prioritising sustainable development,” he said.
“We must also ensure human welfare, food and health security.”
The Prime Minister focused on cooperation in two areas where India has demonstrated its capability: Eradicating poverty and bridging the digital divide.
“By lifting 250 million people out of poverty in India, we have demonstrated that sustainable development can be successful,” he said.
“We are ready to share this experience of our success with the entire Global South friends,” he said.
Distinguishing this achievement is that it was twinned with democracy and he emphasised it by saying at the start of his speech: “In the largest election in human history held recently in June, the people of India have given me the opportunity to serve them for the third consecutive term. And today, I bring the voice of this one-sixth of humanity.”
The digital divide within countries and between countries is a matter of global concern voiced at the UN, especially during the Summit of the Future and its declaration, The Pact of the Future.
PM Modi said: “Digital public infrastructure should be a bridge, not a barrier for global good.”
“India is ready to share its digital public infrastructure with the entire world,” he said.
Prime Minister Modi had, at the diaspora rally on Sunday, spoken of India’s record of bridging the digital divide by providing all Indians digital wallets and payment systems for financial transactions and for recordkeeping, as well as the wide provision of 5G networks.
Turning to the inequalities embedded in the structure of global organisations, the Indian PM said: “Success of humanity lies in our collective strength, not in the battlefield and for global peace and development, reforms in global institutions are essential.”
“Reform is the key to relevance,” he said.
PM Modi cited India’s role in getting Africa a permanent seat in the G20 while it held the chair of the group of major and emerging economies which had shut out Africa.
It “was an important step in this direction”, he said.
On terrorism, a matter of particular concern to India, terrorism, the PM made a criticism of double standards: “I will stress that global action must match global ambition.”
He warned of terrorism spreading its tentacles into new areas. “On the one hand, terrorism continues to be a serious threat to global peace and security,” he said. “On the other hand, areas such as cyber, maritime and space are emerging as new theatres of conflict.”
Global concern is growing over dangers from new and evolving technologies, especially artificial intelligence. Addressing this, PM Modi said: “There is a need for balanced regulation at a global level, for the safe and responsible use of technology.”
But he added: “We need global digital governance, which ensures that national sovereignty and integrity are upheld.”
Indian scientists show quantum interferences in atomic medium can store light
New Delhi, Sep 23 (IANS) Scientists at the Raman Research Institute (RRI), an autonomous institute of the Department of Science and Technology (DST), have obtained a suitable optical response in an atomic medium that can be used to store light for a significant amount of time.
This can help facilitate designing applications for several quantum protocols for high-precision quantum sensors, they said in a paper published in the journal Physica Scripta.
The team in collaboration with scientists from the TIFR Hyderabad used thermal Potassium and subjected the atoms to two laser lights to create quantum interferences in the atomic medium.
The quantum coherence inside this atomic medium was created using the control light, which is also a laser. These probe and control lights were derived from extremely stabilised laser sources to perform the experiments using Potassium atoms.
“The innovative nature of this work lies in the use of Potassium atoms for performing Electromagnetically Induced Transparency (EIT) studies by coherent medium,” said lead author Gourab Pal, a doctoral student at the Quantum Mixtures (QuMix) lab at the RRI.
The EIT — quantum interference phenomenon — dramatically modifies the optical response in an atomic medium.
The team searched for the probe light response after it passed through an atomic coherent medium.
The photons of light beams are stored inside the atomic media. When the coherence is established in the atomic media, the light information is transferred from photons to atoms. After some time, this process reverts, the researchers explained in the paper.
They noted that with India fast advancing its research and development efforts in the field of quantum technologies, the ability to store light for a significant amount of time will help in multiple, futuristic quantum protocols, including quantum memory and quantum communication.
UN chief gravely alarmed by escalating situation between Lebanon and Israel
United Nations, Sep 24 (IANS) UN Secretary-General Antonio Guterres is gravely alarmed by the escalating situation along the Blue Line — a buffer zone separating Israel and Lebanon — and the large number of civilian casualties, including children and women, being reported by the Lebanese authorities, his spokesman said.
The UN chief is also deeply alarmed by the thousands of displaced persons, amid the most intense Israeli bombing campaign since last October, spokesman Stephane Dujarric said in a statement, Xinhua news agency reported.
Noting that the Secretary-General is also gravely alarmed by the continued strikes by Hezbollah into Israel, the statement said Guterres expressed grave concern for the safety of civilians on both sides of the Blue Line, including UN personnel, and strongly condemns the loss of lives.
Guterres reiterates the urgent need for immediate de-escalation and that all efforts be devoted to a diplomatic solution, and his call for all parties to protect civilians and civilian infrastructure and ensure they are not put in harm’s way, the statement said.
“He also reminds all actors of their responsibility to ensure the safety and security of all UN personnel and assets,” and “urges the parties to recommit to the full implementation of Security Council resolution 1701 (2006) and immediately return to a cessation of hostilities to restore stability,” the statement said.

Blue Origin’s massive new rocket completes critical test
Los Angeles, Sep 24 (IANS) Blue Origin’s massive new rocket New Glenn completed a critical test, according to the company.
New Glenn’s second stage completed a risk reduction hot-fire test, a milestone on its road to first flight, scheduled for launch in November, Blue Origin said on Monday in a release, Xinhua news agency reported.
The hot-fire lasted 15 seconds and marked the first time Blue Origin operated the vehicle as an integrated system.
The purpose of the hotfire test was to validate interactions between the subsystems on the second stage, its two engines, and the ground control systems, according to the company.
In addition to testing flight hardware, the hot-fire test was also an opportunity for the launch operations team to practice launch day procedures on the console and verify timing for many critical operations, according to Blue Origin.
New Glenn’s second stage, roughly 26.8 meters tall with a diameter of 7 meters, is designed for demanding, highly energetic missions to low Earth orbit, medium Earth orbit, and geosynchronous orbit.
The first flight of New Glenn is targeted for later in 2024, with NASA’s ESCAPADE mission to Mars as its payload, marking a significant milestone for Blue Origin in launching satellites and contributing to space exploration.
Saudi Arabia issues stern warning to Pakistan for sending beggars under Umrah and Hajj visas
Islamabad, Sep 24 (IANS) Saudi Arabia has warned Pakistan to take serious and urgent notice of beggars flooding the kingdom under Umrah and Hajj visas, calling on Islamabad’s Ministry of Religious Affairs to prevent such people from getting visas and entering its territory for begging purposes.
The Saudi government issued a warning to Pakistan after a large number of Pakistani nationals were caught begging in the country and were deported. It was revealed that the Pakistani beggars had entered into the kingdom under Umrah and Hajj visas, and were using their time to beg on the streets of Mecca and Medina.
Sources in Pakistan’s Ministry of Religious Affairs confirmed that Saudi Arabia has raised serious concerns over the growing number of Pakistani beggars landing in the kingdom on Umrah visas.
“Saudi Arabia has warned that if the situation is not controlled, it could negatively affect Pakistani Umrah and Hajj pilgrims,” said the source.
The ministry has introduced ‘Umrah Act’ aimed at regulating travel agencies facilitating Umrah trips and bringing them under one legal umbrella to keep a legal oversight over them and their procedures for visa provisions.
The issue of Pakistani beggars has been an embarrassment for the Shehbaz Sharif government for some time now and discussed recently during a meeting between the Interior Minister of Pakistan Mohsin Naqvi and the Saudi envoy in Islamabad Nawaf Bin Said Ahmed Al-Malki.
Naqvi had assured that strict measures were being taken against the “mafia” responsible for sending beggars to Saudi Arabia.
The Pakistan government has tasked the Federal Investigation Agency (FIA) to crack down on such networks and travel agencies, who are bringing shame and embarrassment to the country with their actions.
“The beggars’ mafia is damaging Pakistan’s image,” said Interior Minister Mohsin Naqvi.
Several Gulf countries, which host the largest number of overseas Pakistanis, have raised serious concerns over the behavior of Pakistani citizens and have further tightened their scrutiny process for them.
“Gulf countries have expressed concerns regarding the behavior of overseas Pakistanis, particularly in areas of work ethics, attitude, and involvement in criminal activities. This is having a major negative impact and damaging reputation of Pakistani workers abroad,” said Arshad Mahmood, Secretary of Overseas Pakistanis.
Last month, 11 alleged beggars were caught at the Karachi airport and were offloaded from a Saudi Arabia-bound flight. They were caught after being stopped and questioned by the officials of FIA during the immigration process. It was later revealed that all of them were travelling with a purpose to beg in Saudi Arabia.
