National Space Commission clears India’s 5th lunar mission ‘Lupex’
New Delhi, Oct 8 (IANS) After the success of the Chandrayaan-3 mission, the National Space Commission has cleared the fifth lunar mission — the Lunar Polar Exploration Mission or Lupex.
The Lupex mission will explore the Moon for water and other resources. It is a collaborative effort between the Indian Space Research Organisation (ISRO) and the Japan Aerospace Exploration Agency (JAXA).
The mission is also part of India’s larger lunar roadmap that envisages sending an astronaut to the Moon and bringing him or her safely back.
Importantly, the Lupex mission could reportedly live for up to 100 days on the lunar surface — over five times the duration of Chandrayaan-3’s mission life.
The Lupex rover and rocket will be built by JAXA, while the lander system will be developed by ISRO. The Lupex rover, which could weigh a significant 350 kg, will be much larger than Chandrayaan-3’s Pragyan rover which weighed 26 kg.
The mission will land at the exact lunar south pole (90-degree latitude) and will probe the Moon for water and other valuable resources.
Further, the Indo-Japanese mission will analyse the quantity, and distribution of water on the lunar surface and below ground. Lupex will also conduct a probe into water’s mix with dry regolith — the layer of loose rock and dust on top of the Moon’s bedrock.
With previous lunar missions successfully showing its prowess in orbiting, landing and rovering, the Lupex mission will explore the permanently shadowed regions or the dark side of the moon and gain expertise on its surface through drilling and in-situ experiments. This will help in future sampling missions and the landing of humans on the surface of the moon by 2040.
In recent times, India and Japan have made significant strides in lunar exploration.
In August 2023, Chandrayaan-3’s landing near the lunar south pole made India the fourth country to achieve a successful Moon landing, followed by Japan’s January 2024 success with the Smart Lander for Investigating Moon (SLIM), making Japan the fifth country to land on the Moon.
Nobel Prize in Physics 2024 awarded to John J. Hopfield, Geoffrey E. Hinton for pioneering research in machine learning
New Delhi, Oct 8 (IANS) The Royal Swedish Academy of Sciences on Tuesday awarded the 2024 Nobel Prize in Physics to John J. Hopfield and Geoffrey E. Hinton for pioneering research in machine learning.
The scientists received the award “for foundational discoveries and inventions that enable machine learning with artificial neural networks”, the Academy said.
Using tools from physics, the scientists developed methods that are the foundation of today’s powerful machine learning.
Hopfield created an associative memory that can store and reconstruct images and other types of patterns in data, while Hinton invented a method that can autonomously find properties in data. These can perform tasks such as identifying specific elements in pictures.
The Academy noted that the scientist duo have conducted important work with artificial neural networks from the 1980s onward.
“The laureates’ work has already been of the greatest benefit. In physics, we use artificial neural networks in a vast range of areas, such as developing new materials with specific properties,” said Ellen Moons, Chair of the Nobel Committee for Physics.
Hopfield was born in 1933 in Chicago, US. He did his PhD in 1958 from Cornell University, in New York. He is currently a Professor at Princeton University in New Jersey.
Born in 1947 in London, UK, Hinton did his PhD in 1978 from The University of Edinburgh. He is currently a Professor at the University of Toronto, Canada. The researcher duo will be jointly awarded with a prize sum of 11 million Swedish crowns ($1.1 million).
Last year’s physics prize was awarded to Pierre Agostini, Ferenc Krausz, and Anne L’Huillier for their work in creating ultra-short pulses of light that can give a snapshot of changes within atoms, potentially improving the detection of diseases.
Over 40,000 dengue cases reported in Sri Lanka so far in 2024
Colombo, Oct 8 (IANS) More than 40,000 dengue cases have been reported so far this year in Sri Lanka, according to the latest statistics released by the National Dengue Control Unit (NDCU) on Tuesday.
The NDCU said that 40,109 cases had been reported with 19 fatalities so far, Xinhua news agency reported.
The western province recorded the highest number of cases accounting for 42.3 per cent of the total.
The northern province had the second highest number of cases accounting for 12 per cent and the central province had the third highest with 10.3 per cent.
In the western province, the highest number of 10,027 cases have been reported from the Colombo district. The Gampaha district trails behind in the province with 4,698 cases.
The NDCU has also identified 10 high-risk areas for dengue.
Last year, a total of more than 88,000 dengue cases were reported with a death toll of 57, according to the NDCU.
Indonesia to start relocating civil servants to new capital next year
Jakarta, Oct 8 (IANS) Indonesia is gearing up to commence the relocation of civil servants to the country’s future capital of Nusantara on the island of Kalimantan from January next year, a Minister said here on Tuesday.
The country’s Administrative and Bureaucratic Reform Minister Abdullah Azwar Anas told local media that his Ministry is working to prepare incentives for those civil servants to be moved to Nusantara in January next year, Xinhua news agency reported.
“We will immediately prepare the scheme and their departures along with incentives and others,” he said.
The government initially planned to conduct the relocation of more than 4,000 civil servants to Nusantara in September. The program was postponed due to reasons, including the incompleteness of some housing complexes.
Indonesia plans to move more than 30,000 civil servants from crowded Jakarta to Nusantara and the relocation process is to be conducted in three stages until 2029.
According to 2023 official data, the Central government employs around 900,000 civil servants and about 20,000 non-permanent workers, nearly 20 per cent of whom are based in Jakarta.
Azwar Anas said President Joko Widodo had ordered state civil servants (ASN) to move to the Nusantara Capital City (IKN) by January 2025.
“Last night I received an order from the President through Pratikno asking that ASN be relocated to IKN in January,” Anas said at the Gebyar Pelayanan Prima event in Jakarta on Tuesday.
The relocation of ASN to IKN was supposed to take place in September 2024. However, until the beginning of October, the process had not started.
Anas said that President Widodo also asked that the ecosystem preparation be finalised, and that the Minister of Public Works and Housing (PUPR) said that everything was completed.
Last week, the Minister of National Development Planning and Head of Bappenas, Suharso Monoarfa said that the transfer of ASN to IKN was behind schedule. Therefore, he said, a rescheduling scenario for the transfer of ASN to IKN will be carried out starting this month or next month.
Speaking at the Vice Presidential Palace in central Jakarta on Friday (October 4), Suharso said that the priority of the IKN authority is to ensure that all facilities for ASN are met, such as hospitals, schools for their children, and other utilities and services.
