Who has the guts to change reservation system?

Couple of days Supreme Court of India in a landmark judgement struckdown Government order to include jat community in the central list of other backward classes. This followed after jat community launched massive agitation across north forcing UPA govt to grant them reservation on the eve of 2014 loksabha elections. 
Subsequent NDA Government defended the decision in the Supreme Court. Supreme Court striking down reservations in its order said cast alone cannot be the criteria for reservations. It questioned how come economically backward people from forward castes are not getting reservations and adviced government to have a relook at the reservation system which is in use for more than 6 decades. 
Even earlier politicians in order to get votes gave in to the demands of other castes like Gujjars who demanded they be included in scheduled tribes and not in OBCs. This is not the only case even various state governments tried to include muslims and christians in the reservation list. 
Even though courts struck off their attempts, all parties try to attract them and their votes by promising reservations. Now the question is who has the guts to change the current reservation system and ensure that only the poorest of the poor in the country get the benefits of reservation. 
During the mandal commission recommendations, many protested calling for reservations only to economically backward classes. However politicians and leaders of various sects and castes are interested in having reservations by birth even though they are born with the silver spoon.
