Pak’s strategic subordination in permitting Chinese to operate within its borders (IANS Analysis)
New Delhi: It is highly unusual for a sovereign state to allow another state to establish a security apparatus, even if it is a joint arrangement, within its territorial boundaries. Such an agreement inherently implies a profound dysfunction or incapacity within the host state’s security framework – specifically, its national military – and represents a deliberate compromise of its sovereignty.
The reported success of China’s coercive diplomacy in persuading the Pakistani government to authorise the formation of a joint security force on Pakistani soil, ostensibly to protect Chinese interests and personnel, highlights the ongoing entrenched practices within Pakistan, particularly regarding the pervasive influence of the Pakistan Army.
A recent report by Nikkei Asia titled ‘China eye security tie-ups after deadly militant attacks’ indicates that the Pakistani government has consented to a bilateral agreement facilitating the establishment of joint security companies with Beijing, thereby officially allowing Chinese security officials to operate within Pakistan’s borders.
The report further reveals that this arrangement would enable these forces to transport Chinese nationals in armoured vehicles as part of the security measures. This development not only marks a significant departure from previous frameworks governing Sino-Pakistani relations but also constitutes a direct infringement on Pakistan’s sovereignty, sanctioned by the very institution tasked with its defence—the Pakistan Army.
Moreover, this arrangement highlights China’s apparent lack of confidence in the Pakistan Army’s ability to adequately protect its personnel, infrastructure, and strategic interests amid an increasingly deteriorating security environment that has repeatedly targeted Chinese nationals and projects in recent years.
Pakistan has experienced a marked escalation in terrorism-related incidents in recent years, significantly undermining its internal security. Despite conducting thousands of intelligence-based operations (IBOs) across the country’s hinterland, the Pakistani security establishment has struggled to contain the violence.
Data from the Islamabad-based Centre for Research and Security Studies (CRSS) reveals that the country recorded nearly 500 terrorist attacks in the first six months of 2024 alone, resulting in more than 800 fatalities, primarily among its security officials.
However, what is particularly notable is the discernible increase in the targeting of Chinese personnel and China-affiliated projects, especially within the provinces of Khyber Pakhtunkhwa and Balochistan. Both of these provinces have been epicentres of protracted insurgencies for decades, challenging the Pakistani state’s authority over their lands.
In recent years, relations between Islamabad and Beijing have significantly deepened, with China’s presence rapidly expanding across Pakistan, primarily under the China-Pakistan Economic Corridor (CPEC), a flagship initiative of the broader Belt and Road Initiative (BRI).
This growing Chinese footprint includes not only extensive infrastructure projects but also considerable involvement in the extraction of Pakistan’s natural resources, particularly in the mineral-rich province of Balochistan.
This increased Chinese engagement, especially in resource extraction, has intensified local grievances, as the local populations remain marginalised and deprived of basic amenities and essential services, escalating tensions and fuelling discontent in an already volatile region.
Consequently, China is perceived as a direct beneficiary of Pakistan’s exploitation of Balochistan’s mineral resources and is thus seen as complicit in exacerbating the hardships faced by the local people.
In March of this year, Pakistan faced a series of significant attacks within a single week, all explicitly targeting Chinese interests and nationals. On March 20, the Balochistan Liberation Army (BLA) launched an assault on the heavily fortified Gwadar Port Authority Complex in Balochistan.
This complex houses the offices of port officials alongside commercial spaces. Gwadar port is considered a key project within the $65 billion China-Pakistan Economic Corridor (CPEC) initiative, serving as a symbolic and strategic nexus for Chinese investment in the region.
The insurgents’ ability to penetrate deeply into the complex revealed critical vulnerabilities within Pakistan’s security framework. Following this, on March 25, Baloch insurgents attacked the Pakistan Naval Station (PNS) Siddique base in Turbat, claiming it was a response to China’s expanding presence in Balochistan.
However, the most significant attack occurred on March 26, 2024, when a suicide bomber targeted a convoy transporting Chinese workers near Bisham city in Khyber Pakhtunkhwa’s Shangla district. The convoy was en route to the Dasu hydropower project, which is being constructed by a Chinese company in the Upper Kohistan district.
It is worth noting that nine Chinese nationals were killed in a similar incident in Dasu in 2021 when a bus carrying Chinese workers was attacked by a suicide bomber. These incidents highlight the ongoing security challenges faced by Chinese projects and personnel, as well as the Pakistani government’s failure to address such threats effectively.
The loss of Chinese lives prompted a notable shift in Beijing’s stance; Chinese officials began openly criticising the Pakistani government for its inability to protect Chinese nationals and its critical infrastructure projects within the country.
On March 27, China’s Foreign Office issued a strongly worded statement urging the Pakistani government to “thoroughly investigate the incident as soon as possible, hunt down the perpetrators, and bring them to justice.”
This diplomatic rebuke underscored Beijing’s growing frustration with the deteriorating security situation in Pakistan, with senior Chinese officials like Liu Jianchao, Minister of the International Liaison Department of the Communist Party of China (CPC), continuously pressing Islamabad regarding its failures to tackle the escalating threats to Chinese interests.
The repeated and monumental failures of the Pakistani state to safeguard Chinese nationals and protect the strategic CPEC projects, coupled with the escalating debt obligations owed to Beijing, strongly suggest a substantial erosion of Pakistan’s sovereign decision-making capacity.
A salient example of this dynamic can be observed in the lead-up to Prime Minister Shehbaz Sharif’s visit to China in June 2024. Beijing reportedly set explicit preconditions for the visit, contingent upon Islamabad’s commitment to launch a comprehensive military operation akin to the 2014 Zarb-e-Azb campaign.
In compliance, the desperate Pakistani government announced “Operation Azm-e-Istehkam” within two weeks of Sharif’s return from China on June 22, a move that was met with approval from Chinese officials.
Furthermore, Liu Jianchao, a senior Communist Party official, was stationed in Islamabad ahead of this development, emphasising in an all-party gathering on June 21 that a growing ‘internal security deficit’ constituted a major threat to Beijing’s CPEC cooperation with Pakistan and hence required urgent attention from the Pakistani government.
This sequence of events vividly illustrates the extent of China’s leverage over Pakistan and, conversely, the significant decline in Pakistan’s autonomous decision-making apparatus.
In this context, alongside reports of Beijing’s ongoing pressure on Islamabad to cede operational control of Gwadar Port to the Chinese navy for establishing a military base, and the recent “agreement” allowing Chinese security personnel to operate within Pakistan’s borders, the increasing entanglement of foreign influence in areas traditionally reserved for sovereign authority becomes increasingly apparent.
These developments raise serious concerns about the erosion of Pakistan’s national sovereignty and the broader implications for its governance and autonomy.

Trooper among 3 dead in clash over Naga villages boundaries in Manipur’s Ukhrul
Imphal, Oct 2 (IANS) At least three persons, including a Manipur Rifles trooper, were killed and 30 others injured in Manipur’s Ukhrul district on Wednesday when residents of two Naga villages clashed and even engaged in a gun battle over a boundary dispute, police said. There was tension in the area after the incident, and authorities bolstered security personnel in the area, along with announcing prohibitory orders and suspending internet mobile services.
A police official in Imphal said that villagers of Hunphun and Hungpung villages participated in the ‘Swachhata Abhiyan’ (cleanliness drive) on the occasion of Gandhi Jayanti but suddenly engaged in clashes over the disputed boundary of their villages.During the clashes, some youths started firing from their guns, killing two villagers and a Manipur Rifles jawan on the spot. The deceased have been identified as Reileiwung Hongray and Silas Zingkhai from Hunphun village, and Worrinmi Thumra, a Manipur Rifles jawan from nearby Lunghar village, who was also taking part in the cleanliness drive.
Over 30 people, injured in the clashes and the firing, were admitted to the hospitals.
The situation was extremely tense when the last reports were received and a large contingent of security forces, led by senior police officials, were deployed in the areas. The cleanliness drive was organised by the Thawaijao Hungpung Young Students’ Organisation (THYSO). The two Naga villages — Hunphun and Hungpung – often engaged in conflicts over their boundary dispute.
The state government temporarily suspended the mobile internet services in the entire district, where the Tangkhul Nagas comprise the majority, and has a border with Nagaland as well as Myanmar. Apprehending further trouble, Sub-Divisional Magistrate Dinringam Kamei imposed prohibitory orders for an indefinite period under Section 163 BNSS, restricting among others the movement of people outside their residences.
Earlier this week, four houses were attacked and damaged in one of the villages, leading to a flaring up of tension.Three Naga legislators – Transport Minister Khashim Vashum, and MLAs Ram Muivah (a retired IAS officer) and Leishiyo Keishing – made a joint appeal to the people to maintain peace and unity.
“Dear beloved citizens of Hungpung and Hunphun, with a heart weighed down by sorrow, we stand before you today as one of your own, pleading for peace. We reach out to you today in the midst of this unfortunate incident that has cast a dark shadow over our cherished land,” they said in a joint statement.
“Our villages, bound together by blood, history and love, must not be torn apart by the fires of violence and anger. We are not just neighbours; we are a family. Our ancestors walked these same paths, and shared their dreams, their hardships, and their joy. Let us not allow this moment to shatter what generations have built. No victory can be found in the pain of our brothers and sisters. Let us pause, reflect, and remember that our strength lies in unity, not division. Every heart that bleeds today is a wound on our shared soul.”
The Tangkhul Shanao Long sought the intervention of all women, especially those from Hunphun and Hungpung villages, for peace. The Tangkhul Baptist Churches Association also appealed for peace.
KTR Responsible for Samantha-Naga Chaitanya Separation : Konda Surekha Makes Stunning Allegations
In a recent media conference held on Gandhi Jayanti at Bapughat, Telangana Minister Konda Surekha ignited a political firestorm with shocking allegations against KTR, the working president of the Bharat Rashtra Samithi (BRS). Surekha claimed that KTR played a pivotal role in the breakup of the popular film couple Naga Chaitanya and Samantha, asserting that his influence extended to drug addiction and blackmailing within the film industry.
Surekha’s comments came amid escalating tensions in Telangana’s political landscape, where accusations and counter-accusations among politicians have reached a fever pitch. According to her, KTR has not only been involved in dubious activities with several actresses but has also resorted to invasive tactics such as phone tapping. She alleged that KTR orchestrated illicit rave parties that led to many actresses marrying early to escape his grasp, suggesting that these relationships were marred by manipulation and coercion.
“We have seen the dark side of KTR’s influence,” Surekha stated emphatically, contending that he has “played with the lives of heroines” and contributed to numerous divorces, including that of Naga Chaitanya and Samantha. Her comments have ignited discussions about KTR’s alleged conduct during his tenure as a minister and raised questions about the treatment of women in politics and entertainment.

Bollywood filmmaker Karan Johar’s quick wit and charm were on full display at a recent award ceremony, where he engaged in a hilarious and candid conversation with Telugu superstar Balakrishna Nandamuri.
The unofficial ‘KWK’ session had Karan probing Balakrishna about his intimidating persona, asking, “Why do people fear you?” Balakrishna’s response was classic: “They love me, but sometimes they irritate me, and I give them a return gift.” The crowd erupted in laughter as Balayya jokingly referenced instances where he slapped over-enthusiastic fans.

Yemen’s Houthis claim responsibility for attacks on two ships
Sanaa, Oct 2 (IANS) The Houthi group in Yemen said on Tuesday that it had launched multiple attacks targeting two ships travelling in the Red Sea and the Indian Ocean.
Houthi military spokesman Yahya Sarea said the first operation targeted British oil ship Cordelia Moon in the Red Sea, using eight ballistic and winged missiles, a drone, and an unmanned boat. He added that the operation “severely damaged” the ship, according to Houthi-run al-Masirah TV, Xinhua news agency reported.
“The second operation targeted the ship Marathopolis in the Indian Ocean with a cruise missile, and the third operation targeted the same ship again in the Arabian Sea,” he said.
“We will not stop launching attacks until the (Israeli) aggression on Gaza is stopped and the blockade is lifted, as well as the (Israeli) aggression on Lebanon is stopped,” said Sarea.
The United Kingdom Maritime Trade Operations (UKMTO), earlier in the day, reported multiple attacks on a ship 64 nautical miles northwest of Yemen’s Red Sea port city of Hodeidah.
In a post on X, it reported four splashes near the ship, a “missile” attack, and an uncrewed surface vessel attack that punctured the number 6 port ballast tank, which is used for adjusting the buoyancy of the ship.
The UKMTO said all crew members were safe.
The Houthis on Tuesday also claimed responsibility for five drone attacks on what they called “military targets” in the Israeli cities of Tel Aviv and Eilat.
The Houthi group, which controls large swathes of northern Yemen, has been attacking “Israeli-linked” shipping near the country’s coastline since November 2023 to show support for Palestinians in their conflict with Israelis.
Israel bans UN chief Guterres from entering country
Tel Aviv, Oct 2 (IANS) Israel on Wednesday declared UN Secretary General Antonio Guterres persona non grata and banned him from entering the country for his failure to “unequivocally condemn” Iran’s missile attack.
“Today, I have declared UN Secretary-General Antonio Guterres persona non grata in Israel and banned him from entering the country. Anyone who cannot unequivocally condemn Iran’s heinous attack on Israel, as almost every country in the world has done, does not deserve to step foot on Israeli soil,” announced Israeli Foreign Affairs Minister Israel Katz, late Wednesday afternoon.
With the first anniversary of the 2023 Hamas attack on Israel just a few days away, Katz slammed the United Nations chief for failing to act against the terror organisations.
“This is a Secretary-General who has yet to denounce the massacre and sexual atrocities committed by Hamas murderers on October 7, nor has he led any efforts to declare them a terrorist organisation. A Secretary-General who gives backing to terrorists, rapists, and murderers from Hamas, Hezbollah, the Houthis, and now Iran—the mothership of global terror—will be remembered as a stain on the history of the UN,” the Israeli Foreign Minister wrote on X.
He added that Israel will continue to defend its citizens and “uphold its national dignity, with or without Antonio Guterres”.
The UN Secretary General had on Tuesday said that he is “extremely concerned” with the escalation of the conflict in Lebanon and appealed for an immediate ceasefire.
Guterres said that an all-out war must be avoided in Lebanon “at all costs”, and the sovereignty and territorial integrity of Lebanon must be respected.
He posted another message on X a few hours later when Iran attacked Israel with nearly 200 missiles on Tuesday night.
“I condemn the broadening of the Middle East conflict, with escalation after escalation. This must stop. We absolutely need a ceasefire,” said Guterres.
War 2: A Blend of Action and Romance
The recent underperformance of big-budget action films like Fighter and Bade Miyan Chote Miyan has only heightened anticipation for the upcoming War 2. As part of the highly popular YRF Spy Universe, this sequel has generated considerable buzz among fans.
A recent video leak featuring Hrithik Roshan and Kiara Advani in a romantic scene has fueled speculation about a potential shift in tone for the film. While many have wondered if director Ayan Mukerji might introduce romantic-comedy elements, it seems that War 2 will primarily remain an action-packed spy thriller.
While the film will feature a romantic song set in Spain, this element is intended to add emotional depth rather than significantly alter the narrative. The focus will quickly shift back to the intense action sequences that fans have come to expect from the franchise. The highly anticipated face-off between Hrithik Roshan and Jr. NTR remains the central draw of the film.
In conclusion, War 2 promises to deliver a thrilling blend of action and emotion. While there will be romantic elements, the film’s core will remain firmly rooted in the intense spy-thriller genre. Fans can look forward to a visually stunning and adrenaline-fueled cinematic experience.
