South Korea begins local production of nanotechnology-backed filters for chips

Seoul, Dec 17 (IANS) South Korea’s industry ministry said on Tuesday the country has kicked off its first domestic production of filters using nanotechnology, paving the way for the self-supply of a critical product needed to produce semiconductors.

The production began at the factory of Synopex Inc. in Dongtan, 40 kilometers south of Seoul, with a capacity that is sufficient to meet the entire domestic demand, according to the Ministry of Trade, Industry and Energy.

South Korea has been relying entirely on imports for the material, with annual demand estimated at 8,000 units or 100 billion won ($69.5 million), the ministry said, reports YOnhap news agency.

The government allocated 12.3 billion won for the project in line with efforts to accelerate research projects aimed at supporting the materials, parts and equipment industries and stabiliszing supply chains.

The filters produced by Synopex will be used in chip production by Samsung Electronics Co. and SK hynix Inc., the ministry added.

“The government will continue to roll out investment in research and development projects for cutting-edge industries to secure a stable supply chain,” said Industry Policy Deputy Minister Lee Seung-ryeol.

Meanwhile, South Korea’s semiconductor exports face growing threats from China, Taiwan and Malaysia amid intensifying global competition in advanced industries.

The report from the Korea Trade-Investment Promotion Agency, better known as KOTRA, on the export similarity index (ESI) for semiconductors showed China as being South Korea’s top competitor in the sector, with an ESI score of 72.2 in the third quarter of the year.

Taiwan’s ESI with South Korea in semiconductors rose significantly, increasing 7.6 points over four years to reach 32.5, the largest growth among major semiconductor exporters.

Malaysia’s ESI increased 6 points to 50.5 over the same period, marking the second-highest growth after Taiwan.

KOTRA noted that Malaysia has emerged as a notable competitor, ranking fifth globally in semiconductor exports and handling 13 per cent of the world’s semiconductor assembly, testing and packaging processes.

More than 880,000 people displaced in Syria

United Nations, Dec 17 (IANS) More than 880,000 people have been displaced since the latest escalation of hostilities in Syria, UN humanitarians said.

UN partners estimated that around 6 per cent of the displaced are living with at least one form of disability, Xinhua news agency reported.

“Return movements remain dynamic, with partners recording more than 220,000 returnees yesterday (Sunday),” the UN Office for the Coordination of Humanitarian Affairs (OCHA) said. “Additionally, over 40,000 displaced people are staying in around 250 collective centers across northeast Syria.”

The office said the United Nations and partners continue to support the response by supplying food, water, cash, tents, and blankets. The world body is also deploying medical teams and supplies.

The Syrian Arab Red Crescent and the International Committee of the Red Cross, in collaboration with the UN Children’s Fund (UNICEF), conducted a joint mission to the Tishreen Dam’s facility in Syria’s Aleppo governorate on Friday for urgent and critical repairs.

UNICEF also secured fuel to power the backup generator, enabling the safe drainage of the dam and safeguarding water supplies. Hostilities near the dam last week led to an extended electricity outage and disrupted water and other key services, affecting millions of people in the area.

On Monday, Tom Fletcher, UN under-secretary-general for humanitarian affairs and emergency relief coordinator, met Syrian transitional authorities in Damascus to discuss the relief response. “At a time of such rapid changes and long-standing needs in the region, Fletcher’s trip will also include stopovers in Lebanon, Turkey and Jordan,” OCHA said of his one-week Middle East visit.

Authorities also reported a complicated flow of displaced people across the Lebanon-Syria border.

OCHA said that since December 8, Lebanese authorities recorded less than 10,000 Syrian refugees returning from Lebanon to Syria.

Meanwhile, the UN Refugee Agency reported that Lebanese authorities estimated around 30,000 displaced people returned as of Friday from Syria to Lebanon, including mostly Syrians but also Lebanese nationals, since the November 27 cessation of hostilities announcement for Lebanon.

The International Organisation for Migration reported a fluid situation with fluctuating movements continuing daily through both formal and informal border crossings. Humanitarians reported earlier that Syrian border officials abandoned their posts following the Damascus takeover.

Martial law commander arrested over alleged insurrection

Seoul, Dec 17 (IANS) South Korea’s Army Chief of Staff Gen. Park An-su, who served as the chief commander during President Yoon Suk Yeol’s short-lived imposition of martial law, was arrested on Tuesday, prosecutors said.

Park was arrested on a court-issued warrant on charges of playing a key role in an insurrection and abuse of power.

He became the fifth key figure who was arrested over Yoon’s December 3 failed bid to impose martial law.

So far, former Defence Minister Kim Yong-hyun, Lt Gen Yeo In-hyung, head of the Defence Counterintelligence Command, Lt Gen Kwak Jong-keun, head of the Army Special Warfare Command, and Lt Gen Lee Jin-woo, head of the Capital Defence Command, have been arrested.

On December 9, South Korean prosecutors investigating alleged treason following President Yoon’s short-lived martial law imposition questioned Gen Park, who had been named to lead the martial law command.

Park was grilled by prosecutors as a witness at the Seoul Central District Prosecutors Office for about eight hours from 6 p.m. Sunday to 2 a.m. on December 9.

Prosecutors have called in Park and other military leaders who were under the command of former Defence Minister Kim Yong-hyun during martial law enforcement on December 3 before planning to request an arrest warrant for Kim on treason and abuse of power charges.

Kim, who was put under emergency detention on December 6, was a central figure in Yoon’s abrupt martial law declaration that lasted six hours before being withdrawn due to a National Assembly vote against it.

Park told a National Assembly session on December 5 that he was not aware of the martial law declaration in advance.

Prosecutors reportedly asked the Army Chief what instructions and orders he received from whom before and after the martial law declaration and what roles he played in the process of distributing the martial law proclamation and deploying martial law troops.

On December 14, the National Assembly voted to impeach President Yoon Suk Yeol over his botched imposition of martial law, suspending him from his duties until the Constitutional Court decides whether to reinstate him or remove him from office, with citizens cheering over his impeachment.

The impeachment motion against Yoon passed 204-85, with three abstentions and eight invalid ballots, after all 300 members of the Assembly cast their votes.

Significant damage reported as 7.4 magnitude earthquake hits Vanuatu

Sydney, Dec 17 (IANS) A 7.4-magnitude earthquake struck South Pacific Ocean nation Vanuatu’s capital of Port Vila on Tuesday, causing ‘considerable damage’ to some buildings, including a shared diplomatic mission.

The quake hit 30 km west of Port Vila, capital of Vanuatu, at 12:47 local time, with a depth of 43 km, the US Geological Survey said.

At least one person died and a mass casualty triage was set up at a hospital in Port Vila after the earthquake struck Vanuatu, Xinhua news agency reported quoting the Australian Broadcasting Corporation (ABC).

Information about the extent of the damage was hampered by disrupted communications, with phone lines and government websites down, but reports of widespread destruction began to emerge on social media in the hours after the quake, the Guardian Australia reported.

A Red Cross spokesperson in Fiji said workers on the ground were reporting significant damage, the Guardian Australia said. Footage shared by the Vanuatu Broadcasting and Television Corporation showed crowds outside the Vila Central Hospital appearing to lift injured people onto stretchers.

The Guardian Australia quoted Dan McGarry, a journalist based in Port Vila, as saying he saw three people on gurneys “in obvious distress,” outside a hospital.

“It was the most violent earthquake I’ve experienced in my 21 years living in Vanuatu and in the Pacific Islands,” McGarry said, “I’ve seen a lot of large earthquakes, never one like this.”

The embassy building for Britain, the United States, France and New Zealand was damaged in the earthquake, the ABC reported.

New Zealand’s High Commission building, which is co-located with the US, French and British missions, had “sustained significant damage,” a New Zealand foreign ministry spokesperson said in a statement.

Many large buildings collapsed in Port Vila, electricity was out and water was cut in most of the capital, Care Australia, a non-profit humanitarian agency, said in a statement.

Australian High Commission in Port Vila was evacuated during the earthquake on Tuesday, the ABC said.

There were communications outages across the country, the New Zealand statement added, while the Australian High Commission in Vanuatu said its communication systems had also been affected after the quake struck Vanuatu.
